Garrett isn't really kidding here. The problem is that Victor Sierra does highly value his skills as a hunter (and believe it or not as warlock). The problem for the organization is that Garrett knows how much they value him, and it's given him the idea that bending (or downright breaking) the organizations rules will not result in the same consequences as other "lesser" agents.
Garrett has been slow to learn what little humility he has... at 60 years old, he's got a long way to go yet.
