I think... I think Cabal did that on purpose... O_o
Not quite sure why... except as a parent, I'm sure he's hoping there's someone at least SEMI-Dependable who can help look out for her. She's so impetuous on her own, y'know.
Certainly, it's not ideal, after all Garrett's not exactly a level head either... but Cabal probably has a pretty solid feeling that Garrett actually cares for Sagira.
